Ground and Surface Water Conservation Provisions (GSWC)The Farm Security and Rural Investment Act of 2002 (the 2002 Farm Bill) authorizes the Ground and Surface Water Conservation (GSWC) provision of the Environmental Quality Incentives Program (EQIP). The GSWC is designed to promote resource management systems that conserve ground and surface water. In North Carolina, this will be accomplished by providing incentive payments to confined swine operators to carry out eligible conservation activities that reduce the volume of water wasted by animals, or in production. These activities include converting to more efficient watering systems, repairing leaks, and using high pressure cleaning equipment, etc. Applications are being taken continuously and the final batching period ends February 15, 2006. See the FY 2006 North Carolina Ground and Surface Water Conservation Concerns Supplements (below) for details on the requirements, ranking worksheet, cost share amounts, Water Conservation Plan and record keeping forms. The Water Conservation Plan is to be completed by the participant. All repairs and improvements to watering systems and production facilities are to be done by the producer without assistance from NRCS staff.
